Анотація
Цінність статті визначається розробкою низки пропозицій та рекомендацій щодо підвищення ефективності стратегії розвитку персоналу з особливими потребами та її впливу на конкурентоспроможність підприємства та стабільність, що відповідають не лише сучасним, а й перспективним напрямам кадрового менеджменту. Практична значущість дослідження полягає в тому, що виявлені особливості розвитку персоналу з особливими потребами на підприємстві в ринкових умовах сприятимуть удосконаленню та формуванню адекватної стратегії розвитку персоналу та підвищенню конкурентоспроможності підприємства на внутрішніх та зовнішніх ринках. Було обґрунтовано, що стратегія розвитку працівників зі специфічними потребами є комплексною моделлю дій, яка націлена на встановлення вимог до цих працівників та визначення рівня їхньої продуктивності для досягнення запланованих цілей підприємства.
The value of the article is determined by the development of a number of proposals and recommendations to increase the effectiveness of the strategy of personnel development with special needs and its impact on the competitiveness of the enterprise and stability, which correspond not only to modern, but also promising directions of personnel management. The practical significance of the study lies in the fact that the identified features of the development of personnel with special needs at the enterprise in market conditions will contribute to the improvement and formation of an adequate strategy for the development of personnel and increase the competitiveness of the enterprise in domestic and foreign markets. It is highlighted that the strategy for the development of personnel with special needs is a generalizing model of actions aimed at forming a set of requirements for this category of personnel and the level of efficiency of their work, which is necessary to achieve the set goals. The strategic aspect of personnel development determines the place of the development strategy in the personnel management system of the enterprise and implies: personnel management aimed at increasing the adaptability of the enterprise in the conditions of a changing external environment; procedural functions, including identification of personnel needs, recruitment, development, capacity building and effective use of personnel; specialized functions - controlling, marketing, information service and organization of personnel development management. Five main directions have been defined in which the development of each employee with special needs as an individual is possible. These areas create a special environment, a corporate culture that ensures the efficiency of the industrial enterprise and increases its competitiveness. The main directions of personality development proposed by the author require mandatory accounting for the formation of a strategy for the development of personnel of an industrial enterprise. All areas of development of personnel with special needs as unique individuals contribute to more efficient business management, open new prospects for growth and development of competitive advantages of an industrial enterprise.
