Удосконалення методів ціноутворення на госпдоговірні НДР

Abstract

У статті розглянуто особливості ціноутворення на госпдоговірні науково-дослідні роботи (НДР) у контексті сучасних економічних умов. Проаналізовано існуючі підходи до визначення вартості НДР та виявлено їх недоліки, що знижують ефективність договірної діяльності наукових установ. Обґрунтовано необхідність удосконалення методів формування цін із врахуванням реальних витрат, ризиків та специфіки наукової діяльності. Запропоновано методичні положення структурно-елементного підходу до встановлення цін на госпдоговірні НДР. комплекс заходів для підвищення прозорості та обґрунтованості розрахунків вартості госпдоговірних НДР, що сприятиме посиленню конкурентоспроможності вітчизняної науки на ринку наукових послуг.The article is aimed at developing and substantiating improved methods of pricing for economic contract research works, which include formalization of the calculation of the cost of research and development taking into account costs, risks and uncertainty; building a transparent and standardized algorithm for setting prices that meets regulatory requirements and practices of European integration; introduction of adaptive approaches that align the interests of the customer and the contractor; ensuring scalability of the methodology for different scientific institutions and types of research. The article considers the peculiarities of pricing for economic contractual research works (R&D) in the context of modern economic conditions. The existing approaches to determining the cost of research and development are analyzed and their shortcomings that reduce the efficiency of contractual activities of scientific institutions are revealed. The need to improve the methods of price formation taking into account the real costs, risks and specifics of scientific activity is substantiated. setting prices for economic contractual R&D. a set of measures to increase the transparency and validity of calculations of the cost of economic contractual research projects, which will contribute to strengthening the competitiveness of domestic science in the market of scientific services. It is determined that the proposed directions for improving the pricing system for economic contractual research will contribute to the formation of an effective and competitive system of financing scientific activities in Ukraine. The article also contains recommendations for improving the regulatory framework and funding procedures in order to increase the efficiency of the use of budget funds, ensure transparency of processes and increase confidence in the system of state procurement in the field of science. The authors associate the prospects for further research with the modeling of a hybrid pricing system that combines cost, target, and market approaches for different types of R&D, the study of the role of stakeholders in the pricing process, in particular the participation of the scientific community, business, and public authorities.
