Економіко-правові засади комерціалізації військових технологій

Abstract

Досліджено економіко-правові засади комерціалізації військових технологій та розробок у контексті сучасних викликів національної безпеки й інтеграції України у світовий економічний та інноваційний простір. Розкрито сутність поняття «комерціалізація військових технологій», визначено її правові та економічні механізми, окреслено особливості нормативно-правового регулювання у сфері трансферу технологій подвійного та військового призначення. Значну увагу приділено проблемам ефективності управління інноваціями у військово-промисловому комплексі, формуванню інституційного середовища та умов для державно-приватного партнерства. Обґрунтовано роль міжнародного співробітництва та залучення інвестицій у процес комерціалізації, а також окреслено напрями вдосконалення національної моделі управління комерціалізацією військових розробок.The article examines the economic and legal foundations of commercialization of military technologies and developments in the context of modern challenges to national security and integration of Ukraine into the world economic and innovation space. The essence of the concept of «commercialization of military technologies» is revealed, its legal and economic mechanisms are defined, the features of regulatory regulation in the field of dual-use and military technology transfer are outlined. the effectiveness of innovation management in the military-industrial complex, the formation of an institutional environment and conditions for public-private partnership. The role of international cooperation and attracting investments in the process of commercialization is substantiated, as well as the directions for improving the national model of management of commercialization of military developments are outlined.
