Стратегічна модель забезпечення соціально-економічної безпеки держави в умовах сучасних викликів

Abstract

The strategic model of ensuring of the social and economic security of the state in the face of modern challenges is developed in the article. In particular, the prerequisites for building of s strategic model of ensuring of the social and economic security in Ukraine are described. It is shown that currently social and economic security is directly related to the growing polyvariance of social and political processes, which gives rise to a wide range of qualitatively new challenges and threats. The social and economic security is a complex systemic phenomenon, which distinguishes its various types, implemented through various, sometimes different, events, since the specific parameters of the country's social and economic security are derived from the actual political and economic course. The components of the strategic model of ensuring of the social and economic security are highlighted. It is emphasized that, based on a synergistic approach, a strategic model of ensuring of the social and economic security can be defined as the reproduction and maintenance of dynamically sustainable conditions in relation to various kinds of threats and challenges as activities aimed at protecting against internal and external threats; ensuring of such internal and external conditions for the existence of the state, which guarantee the possibility of stable comprehensive progress of society and citizens. The following key characteristics of the functional strategic model of state and legal provision of the social and economic security are identified: it ensures functioning of a higher level system – legal provision of social and economic security; it has a number of features that distinguish it from other models of state legal security; it has an independent substrate component (administrative and legal norms), as well as an organizational component (systems of public authorities of special competence), a functional component (implements regulatory and control functions) and a substantive component (a set of protected national interests of the state); it has signs of adaptability to changes in objective reality and stability (conservatism) to determinative influences of a subjective nature; it is characterized by discipline; it is visualized in the form of state and legal relations arising in the field of social and economic security.
