Анотація
В статті доведено, що принципи моніторингу комерційного потенціалу інтелектуальних технологій мають одну спільну властивість – системність, тобто, не дивлячись на високу важливість кожного окремого фактору (показника), економічний моніторинг розглядає їх тільки в певній сукупності (системі). Крім того, розгляд окремих чинників комерційного потенціалу може призвести до певного перекосу результуючого показника, так як кожний показник має свій ранг, свою ступінь впливу на кінцевий результат, що, безперечно, слід також враховувати. Виходячи з цих посилок, пропонуємо до системи традиційних принципів моніторингу додати ще, на наш погляд, два надзвичайно важливих принципи: принцип системності і принцип інтеграції. Обґрунтовано, що моніторинг комерційного потенціалу інтелектуальних технологій повинен проводитися з урахуванням певних вимог, сутність яких відтворюється в пропонованих в статті принципах моніторингу комерційного потенціалу: принцип організації; принцип ідентичності; принцип цілеспрямованості; принцип точності; принцип деталізації; принцип інтеграції; принцип цілеспрямованості; принцип об’єктивності; принцип ефективності результатів моніторингу. Розроблено організаційна система моніторингу комерційного потенціалу інтелектуально-інноваційних бізнес-структур для забезпечення стійкості його розвитку і функціонування передбачає наступні заходи на промисловому підприємстві: визначення складу підрозділів, що беруть участь у здійсненні моніторингу комерційного потенціалу; підготовка фахівців, відповідальних за моніторинг, методологію та методи аналізу інформації, отриманої від підрозділів; проведення роботи та зустрічей з керівниками зацікавлених підрозділів для надання їм допомоги в організації роботи зі створення та функціонування системи моніторингу; визначення джерел вихідної інформації; систематизація, обробка та інтерпретація отриманих показників; розробка стратегії сталого інтелектуально-інноваційного розвитку підприємства; регулярне коригування поточних управлінських рішень в сфері комерціалізації інтелектуально-інноваційних технологій. Застосування розроблених інструментів забезпечення сталого розвитку підприємства на основі формування та використання системи моніторингу інноваційного потенціалу на практиці дає можливість обґрунтовано переглянути стратегічні орієнтири підприємства щодо впровадження інновацій та отримати економічний ефект, виражений у сталому розвитку підприємства, зміцненні його позицій на ринку, підвищенні ефективності його функціонування.
The article proves that the principles of monitoring the commercial potential of intellectual technologies have one common property - systematicity, that is, despite the high importance of each individual factor (indicator), economic monitoring considers them only in a certain aggregate (system). In addition, the consideration of individual factors of commercial potential may lead to a certain distortion of the resulting indicator, since each indicator has its own rank, its own degree of influence on the final result, which, of course, should also be taken into account. Based on these premises, we propose to add two more, in our opinion, extremely important principles to the system of traditional monitoring principles: the principle of systematicity and the principle of integration. It is substantiated that the monitoring of the commercial potential of intellectual technologies should be carried out taking into account certain requirements, the essence of which is reproduced in the principles of commercial potential monitoring proposed in the article: the principle of organization; the principle of identity; the principle of purposefulness; principle of accuracy; principle of detailing; principle of integration; the principle of purposefulness; the principle of objectivity; the principle of effectiveness of monitoring results. An organizational system for monitoring the commercial potential of intellectual-innovative business structures has been developed to ensure the sustainability of its development and functioning. It provides for the following measures at the industrial enterprise: determination of the composition of units participating in the monitoring of commercial potential; training of specialists responsible for monitoring, methodology and methods of analysis of information received from units; carrying out work and meetings with heads of interested units to provide them with assistance in organizing work on the creation and functioning of the monitoring system; identification of sources of source information; systematization, processing and interpretation of the obtained indicators; development of a strategy for sustainable intellectual and innovative development of the enterprise; regular adjustment of current management decisions in the field of commercialization of intellectual and innovative technologies. The application of the developed tools for ensuring the sustainable development of the enterprise based on the formation and use of the innovative potential monitoring system in practice makes it possible to reasonably revise the strategic orientations of the enterprise regarding the implementation of innovations and obtain an economic effect expressed in the sustainable development of the enterprise, strengthening its position on the market, increasing the efficiency of its functioning.
