Today, there is a need to improve the system of communication between governing bodies in the military management system. However, the slow pace of implementation of NATO standards is significantly hampering this process. One reason for this is the lack of attention to the adaptation of the Ukrainian Armed Forces' operational planning system to similar systems used in NATO countries. The article analyzes the principal principles of the communications organization and discusses the key steps involved in developing an operational plan based on the capabilities of NATO member countries. Since communication planning is one of the major elements of NATO operations planning, the authors of that article analyzed the operational planning of the communications and information system planning, taking into account the need to align Ukraine's Armed Forces management systems with NATO standards. During the research, the authors examined the main steps involved in planning the communications system, identified the factors that influence its planning process. Therefore, a promising direction for further research by the authors should be considered the justification of ways to improve the planning process of the Armed Forces communications system and detailed research of NATO documentation and standards, in terms of organization and planning of communications, in order to explain the requirements for the military management system in Ukraine. At the same time, the electronic material basis of information infrastructure, created with in the framework of the concept of a network-centric war, is potentially vulnerable to the devices of electronic warfare. However, the analysis of the experience of using electronic devices has shown that in practice thereare cases where the level of effectiveness of the use of these devicesis lower than necessary. Accordingly, the improvement of the effectiveness of electronic warfare devices is an important area of scientific research. The primary component of inc reasing the effectiveness of electronic warfare devices is the substantiationand development of indicators that provide an objective assessment of the effectiveness of the use of these tools, taking into account all the important factors and conditions (including inaccuracies or uncertainties about the parameters of suppressed objects). Accordingly, the article develops an approach to the selection of indicators for assessing the effectiveness of the use of electronic warfare devices. The basis of the proposed approach is that the potential ability of the devices of electronic warfare to perform the tasks set forth is sufficiently fully described by the corresponding vector space, each point of which is determined by the corresponding vector, which includes a certain number of indicators describing the properties of these devices. In the course of the research, the main provisions of the theory of electronic warfare, the method of analysis of hierarchies, as well as general scientific methods of analysis and synthesis were used. The proposed approach to the evaluation of the effectiveness of the use of electronic warfare devices allows us to use a combination of system-resource approach to calculateindicators on the basis of the multilevel description of the composition of the devices of electronic warfare, when the multidimensional structure of its integral index (level of functioning) is gradually filled with parametric content, which is the advantage of this methodological approach. Also, the developed approach to evaluation allows us to develop, on a quantitative basis, recommendations on the choice of rational indicators of the composition of electronic warfare in accordance with the tasks set, to determine the level of functioning of the devices of electronic warfare by converting their partial and aggregate indicators.Документ Foundation the ways of radio electronic warfare devices development(Національний технічний університет "Харківський політехнічний інститут", 2019) Kalantaievska, Svitlana; Malyk, Oleg; Tiurnikov, Mykhailo; Zhuk, Pavlo; Shyshatskyi, Andrii; Pikul, RostislavThe development of radio-electronic warfare systems becomes the most effective, fast-performing, cost-effective, and sometimes the only possible devices, which neutralizes the technical advantage of the opposite side in the information and technology spheres. The main increase in combat potentials in the near future will be possible through the use of intelligent command and control systems for troops and weapons, as well as the use of weaponsthat use unconventional devices of influencing the enemy. The authors of the research found that equipping weapons with the devices and complexes of electronic warfare can repeatedly increase their combat potential and reduce possible losses. In this case, the cost of electronic warfare technology is one percent in relation to the cost of major types of weapons. In the course of the research, the authors used the basic provisions of the theory of electronic warfare, the theory of communication, the theory of signals, and general scientific methods of analysis and synthesis. The authors found that the most important areas of research for the development of electronic warfare systems are: integration of forces and devices of electronic warfare with an intelligence and fire damage in a single information and communication space of all types of armed forces; creation of systems of radio engineering intelligence (passive location) for the reliable disclosure of electronic equipment and high-precision location of objects; Improvement of signal monitoring system in various physical fields. The principal features of the construction of advanced devices and complexes of electronic warfare are: ultra-wide radio engineering part of the equipment (more than 3 octaves); necessity of realization of parallel signal processing of received radio signals in the instant band of frequencies equal to several gigahertz; the maximum increase in the functional density of the apparatus implementation to reduce its mass and overall performance andensure the possibility of its system integration; limit unification of basic digital elements of equipment, which allows to reduce the cost, facilitate the processes of modification and modernization of equipment. Taking into account the above, the direction of further research should be considered the development of methods for increasing the effectiveness of radio-electronic suppression.Документ Model of impact interferences on radiocommunication systems for special communications(NTU "KhPI", 2017) Romanenko, Igor; Shyshatskyi, AndriiAs the analysis of recent events in the East of Ukraine shows, radio communication is the transport basis for the construction of telecommunication networks of special purpose. In view of the above, the subject of study in the article are the special radio communication systems, operating in a complex electronic environment. The purpose of this articleis to develop a mathematical model for the effects of interference on systems of special radio communication. The taskssolved in the course of the study: a formal description of various types of noise that is used to suppress the systems of special radio communication; analytical representation of the probability of a bit error for signals with different types of modulation under the influence of the main types of deliberate disturbances; development of recommendations for increasing the noise immunity of special radio communication systems with different types of signal modulation under the influence of deliberate interference. In the course of the study, the following method swere used: signal theory, radiocommunication theory and the theory of potential impedance protection. In the course of the study, analytical dependencies were obtained that allow us to calculate the probability of a bit error in the effect of intentional interruptions for different types of signal modulation. Conclusions: the proposed mathematical model should be used in the analytical modeling and evaluation of the performance of broadband radio networks of a special purpose taking into account the combined action of the additive white Gaussian noise and structural impediment, algorithms for the formation and processing of signals at the physical level, as well as the properties of the radio channel.Документ Analysis of modern condition of military radiocommunication system(НТУ "ХПІ", 2017) Romanenko, Igor; Shyshatskyi, AndriiAim of the article is to conduct an analysis of military communications systems that were used in the area of conducting antiterrorist operation in the Donetsk and Lugansk regions. The article analyzes the modern facilities of military communication, namely: military radiocommunication systems, military satellite communication systems, military systems of radio relay and tropospheric communication. The advantages and disadvantages of each type of communication are considered, the causes of their occurrence were considered, and the ways of solving these reasons in the future were substantiated. An analysis of the main technical characteristics of military communication systems, opportunities, advantages and disadvantages has been conducted. The perspectives for the development of military communication systems have been determined on the basis of the analysis of the military facilities of communication used in the article, which are used in the region of the antiterrorist operation in the Donetsk and Lugansk regions. To eliminate the problematic issues mentioned in the article, the authors of the article are proposing to launch their own military satellite for the needs of the Armed Forces of Ukraine; To develop new models of military communication; To conduct deep modernization of the existing radio stations, command-staff cars, radio relay and tropospheric stations; To integrate telecommunications equipment adopted in the last years into a single information space of the Armed Forces of Ukraine, as well as to reach agreement with representatives of leading telecommunication equipment manufacturers regarding the transfer of technologies and deployment of production in the territory of Ukraine.
